I wanna use US client to play Chinese Server.

repair.exe can't be connected to server

You have to Download the full WOTLK installer. Link is in the main guide. I'm not sure if it need to dl the whole client or if it will update your tbc to wotlk, but it's the only way I know.

For the repair.exe that can't connect I think it's because US are under maintenance at this time.

i usually cannot get repair.exe to connect. i've tried it previously what feels like one hundred times over a long period of time from china and only once or twice could i get connected.
