It's just that there are so many people playing on Shanghai servers that they had to create another zone specific for Shanghai, it's the same for Beijing.

FYI, most foreigners are playing on Shanghai 1 or Beijing 2. Then, just check out where the guilds are on the parts of the forum dedicated to servers' communities.
