Click on "Home" in the forum menu. You'll be brought to a list of all forums. Choose the one where you want to post by clicking on it. In the upper left corner, right above the words, "Announcement & Sticky", you'll see the button "New Topic" .

As for the avatar, go to the forum menu again, click on "Profile" , and click on the "Avatar" tab.
