As of today it appears possible to make new accounts. (Not just transfer old accounts over from the9). As of yet I still don't have an account because when I go to to do everything is a bit different and my Chinese padre isn't very keen about how to navigate all the crap.

The link doesn't work if your not logged into battlenet.
IE, first you have to have a battlenet account (I do) but I'm
currently stuck trying to get the WoW activated.

the page i mentioned (when logged in) does in fact require a code
purchased online (i got it at a I-cafe) to make the account.
