I've tested today myself playing on north america server.

with 27net, ping 175-215 stable no spikes,

PVE should be more than ok
PVP should be no problem below 2300 ratings

but you do have to submit your passport copy to blizzard to whitelist you, or else they will ban you since you are in a china IP thinking you are a gold farmer.

Account locked? That sucks... first time I hear someone using 27net having such kind of problems caus of this, tho once my account got banned caus of one of my lv 1 alt that was supposedly suspected to be involved in gold traffic which ofc wasn t the case. You gotta contact them and ask them for the reason.

Dunno if you took some actions already but I think there s some forms on the customer service section of the chinese battlnet you gotta fill to unlock the situation. Sending a scan of the ID you used to create your account is mandatory.
