So I figured I'd post my solution.
EDIT: Found a much easier way to pull this off, that makes updating much less of a hassle. If you used the old guide, please jump down to my next post for an explanation of what to do come patch time. If you have questions or problems setting up the English text for the Taiwanese client, please post in this thread.
EDIT: Patch 6.0 Patch 6.0 is now released on TW servers! Change the WTF/Config.WTF file back to the original English version, launch your launcher.exe and patch, then switch the WTF/Config.WTF file to the Chinese version to play with the new patch installed.

Step 1: Download both the US client and the Taiwanese client.* *Note: I personally downloaded the Taiwanese client to an external drive, so that I could run the launcher for updating the client without worrying about the battle.net launcher updating one client to another. The guide should still work regardless if you save the Taiwanese client to the same drive in a different directory, though you will need to perform step 6 every time blizzard releases a patch.
Step 2: In the US client, navigate to the WTF folder and make a copy of config.wtf . Rename the copy confic.bak
Step 3: Open up config.WTF.
Delete these lines if you have them: SET lastCharacterIndex "X" SET accountList xxx,xxx
Replace this: SET realmName ""
with this: SET realmName "憤怒使者" *Note: This realm has the only currently active english-speaking guild - Alliance, "coffeenottea"
At the very end of the file, add this line: SET portal "zhTW"
Step 4: Open up the Taiwanese client. In the data folder, copy the entire zhTW folder Open up the US client. In the data folder, paste the zhTW folder you copied from the us client.
Step 5: Launch the US client with either wow.exe or wow-64.exe depending on whether you are running a 32 bit or 64 bit operating system (if you have windows, hit the windows button + R, type "dxdiag" and hit enter to open system information if you aren't sure about your operating system. Under 'operating system', the program will list "Windows .....32 or 64 bit"), and your client should launch to the Taiwanese realms with English quest text and popups.

**Warning: Due to differences in maintenance schedules, the TW client is updated after the US client. Do not load with the US client files before the TW version of that patch is officially released. Doing so -might- get you banned for having an unauthorized patch. This is particularly true of expansions - loading into WOD on Taiwanese realms before it is released will almost certainly get you banned - so be sure to log into the Taiwanese client first and make sure WoD has launched already when it does**
In the US client in the WTF folder, rename config.WTF to config.TWbak . Then rename config.bak to config.WTF.
Navigate back to the us WoW folder and launch the game with the Warcraft Launcher.exe to update normally.
Navigate to the TW version from the World of Warcraft Launcher.exe and update normally.
In the US version, open up the data folder, then delete the zhTW folder. Navigate to the TW version's directory. In the Data folder, copy the zhTW folder to the US version's data folder.
In the US directory, navigate to the WTF foder. Rename config.WTF to config.bak . Rename config.TWBak to config.WTF . Launch the US version of wow from either wow.exe or wow-64.exe depending on whether your operating system is 32 bit (use wow.exe) or 64 bit (use wow-64.exe).

I've changed the guide above to a new solution that both works for updates and should prove easier to understand. I've also added another update to the config.wtf file with the chinese characters needed to place new players on the correct server for finding other English-speaking players on Taiwanese realms.
If you used the old guide to play, it will still work until the next patch is released. When that happens, delete the wow.exe, wow-64.exe, and warcraft launcher.exe files in the TW client's directors and rename the wow.bak, wow-64.bak, and warcraft launcher.bak to wow.exe, wow-64.exe, and warcraft launcher.exe . In the WTF folder of the TW client, delete the config.WTF and replace with the config.bak . Then start the first-time setup in the new guide posted above.

I want to start playing again after 2years, but because of how much stuff I have on EU I don't want to start clean on the servers here. My problem is, I want to get my girlfriend to play together with me, but her english is not too good and I am looking for a way to play on EU with chinese language. I was wondering if using the solution you presented but replacing the US client with TW and the TW with EU would work? Or maybe is there some easier way to just change the language?
