This could be only learned by Blacksmith special Axes. Was the final quest for the specialists.
And i am hopefully if anyone can craft this, also can craft me an Enchanted Thorium Breastplate

If anyone can help me please /w Hotsophy or Andorc. Or send me an Ingame-Post. I will look for materials are needed.
